This is not true at all.

Here's the answer to your question:
Why did processing times information change?
Prior to December 31, 2015, processing times for many of our services were displayed by visa office. This was useful when applications for permanent or temporary residence were always processed by the nearest visa office. However, we now have the ability to move applications around our global network to ensure they are processed as efficiently as possible. This means your application may not be processed at the office closest to where you live.

For many services, instead of asking about your nearest visa office, you are now asked for your country of residence. This provides you with a more accurate processing time. For other services, you may see a single processing time, no matter where you live. This is our commitment to process applications within that time. These processing times are updated on a weekly basis.

In addition, we redesigned the layout to be mobile friendly so that you can get the information you need anytime, on any device.

But how do you know that NDVO is processing your application (not your friend's)?

And how do you know that NDVO has a huge volume of applications? :p

You can be rest assured that as the system has changed since January 2016, IRCC will transfer applications to any other visa office if there's a high volume of apps at a particular VO.

It's like this (from what I've understood), all online applications are first routed to a central location..... and depending on the country of residence stated in the TRV application, the application is then transferred to a suitable VO.

So an Ahmedabad applicant (for example), could have his/her TRV app processed by NDVO or CHD or a global visa office..... and NOT by the Bangalore VO which technically processes West and South India apps.

We have come across cases where India TRV apps have been processed by the Bangkok or Sao Paulo visa offices..... and not even by NDVO

Where are you located? If you're from Jalandhar then the Bangalore visa office is not the one to contact.

You're actually lucky that your online app is being processed by NDVO (and not a visa office abroad). NDVO handles TRV apps for Punjab. There's an overlap for this territory with the CHD VO.

Here's my advice to you:
1. Don't talk to too many people. They don't know the internal situation of a visa office. These guys are just like you or me.

2. Don't think too much about processing times. You'll get a decision at the right time.

3. Relax and don't panic :)

There are several visa officers in a visa office who process both online and paper apps.

Also, unless specifically requested, applications filed together (like you and your friend have) could be assessed by different visa officers
