I am looking to apply for Canada express entry with my spouse. can i get my and my spouse degree attestation from WES with same fees and under same WES reference number.

No it is not possible to eveluate for two persons with one fee .
you have to apply for you and your spouse with different accounts .

one more information, do i need hard copy of ECA provided by WES or online is suffcient...

you need only refrence number like = *******IMM . CIC will check your eveluation from WES ownly .
WES provides you one soft copy and one hard copy after eveluation .
