Visa Exempt Countries and PPR

Just a quick question, my spouse is from a Visa exempt country (Germany) and I am sponsoring him under family class sponsorship. Once the VO makes a decision, would he receive a PPR? Just wanted to know what to expect. His application

Sometime yes, sometimes no.

If there is a PPR, it would be for a photocopy of the 'bio' page only. Quite often, neither is requested (no such request was made for my British wife and her CoPR).
