Need a little help, My CRS score is 427, I want to know that If the cut off goes below 427 in next draw. i will receive the ITA or the applicants before me or who has high experience than me will be preferred first.

Experience has nothing to do with who gets an ITA or who doesn't.
If the minimum score for the draw is under 427, you are guaranteed an invitation.
If the minimum score is exactly 427, it will go based on the time you entered the pool.
Example) CIC decides to issue 4000 invitations w/ a minimum score of 427. There are 3500 profiles with scores > 427 who will get an ITA, and 550 with the score of 427. The first 500 people who entered the pool with the score of 427 will receive an ITA.

One more question. After ITA there are any chances of rejection. If my documents are ok.
Technically you can be rejected up to the point of landing (they can turn you away at the border if paperwork/etc is not in order). If your documents are in order and suit the requirements of CIC, you should be fine.
