You'll need to check with your local visa office.

Some visa offices allow submission of TRV applications along with copies of the passport (as applicants could be residing in a different country i.e. not where the VAC/visa office is located), whereas for most countries, processing will not start if passports are not included with the paper applications

Just confirmed from Visa Application Center Lahore, Pakistan. They said its mandatory to submit passport with paper based application.
