Submitting e-APR, with or without PCC request proof

Hi all,

I am almost ready to submit all docs together with e-APR.

[Edit: long story short, my appeal for Singapore PCC, using ITA letter, was approved. I can now apply for PCC.]

Question: can I upload a proof that I am in the process of obtaining Singapore PCC, and submit e-APR, even though I have 60 days left to submit complete PR application?

My partner will need a request letter from IRCC to get her Singapore PCC, so we are thinking of saving time and applying ASAP. But will IRCC question why we are submitting the application without me obtaining the PCC/in the process?

I am in the same boat as yours. My COC appeal got approved by SPF and I have applied for my COC certificate.
I will be submitting my application with the COC application and fee payment proof and shall elaborate about it in the explanation document I will be attaching along with my application...
Rest is upto you if you want to wait... All the best...

Thank you Deepak. I am thinking at it too, only thing is that I am left with 60 days to complete the application and wondering if IRCC will question why I'm submitting application now.

To be fair, we have managed to apply to Singapore COC without a request letter but using ITA, so it would be pretty sad if they hold it against us..

I too have around 65 days and went through the same process as you described for Singapore COC.
The e-APR upload documents section clearly states the below:

"Certain countries will not issue a police certificate, or provide the certificate directly to you. If this applies to you please provide a letter of explanation in lieu of a police certificate.
Once you have applied for a Police Certificate from a country, it is beneficial to upload evidence that you have applied in order to ensure that your application is not rejected as incomplete (examples of proof might include payment receipts, tracking numbers, etc.)"

The above clearly states you can submit your e-APR application without the PCC if you can provide proof that you have applied for the PCC with the country in question and will not lead to cancellation of your application as IRCC also understands that it takes time for certain countries to provide PCC which could be well beyond the 90 days submission timeline.

I have a US PCC in process with FBI and though their SLA is around 60 days, I have not heard anything about it yet since application in June.

Hope this makes sense.

Looks like you got your ITA on the same draw as I did. Would be interesting to keep in touch and share timelines later on.

Yes I also read the same on IRCC website. I am wondering if this only applies when one runs out of time to be able to upload a country PCC. But reading it again, nothing really states that we can't submit e-APR with a proof of application for Singapore PCC.

Yes, no issues with that as long as your explain it in LoE. However, if you have time, then you should wait for the PCC and upload the complete application.

I would also prefer to wait for the time the police certificate is delivered, but if I do, I will only be able to submit e-APR after 2 weeks (or more). My partner needs a request letter from IRCC to get her Singapore PCC, so that's probably another 2 weeks to get the request of additional documents and again another 2 weeks to obtain her Singapore PCC.

I could wait to get my paper, but this would cause some delay in my timeline. If applying now with LOE is safe, then I believe I better go this route?

There is no harm in submitting with LoE. But if you have time, then wait. If not them go ahead.

I believe so too... i got my ITA in July draw...
Yes it will be good to share notes on our application queries and believe you me, I have loads of them :)

I will surely send you few queries I am stuck on in my application here... or can start a new conversation...

On the other hand, I understand waiting might be a good idea but it doesn't make sense to me to wait for just PCC as I still need to wait for another 60 days before I submit the application and it will further delay my application processing... If I am not leaving any fields blank in the application and provide evidence in LOE, IRCC should not have a problem...

Another idea would be to call IRCC, Canada number but for me, as I am in USA, I cannot reach them... I believe people with Canada number can call them, can you reach them?

My spouse's education is different in EE profile and e-APR...

Here is the detail on it:
While submitting my Express Entry profile back in June 2017, I selected my spouse education as high school or below as her degree release is pending with the University and I could not get an ECA without it.

So now I have the ITA and filling the PR application, when I select her education as Master's (which she is), it asks if she has an ECA for it and I can select Yes/No... and I select No... and it allows me to submit...

Though I did not claim any points in my score for my spouse's education in Express Entry profile as I did not have the ECA and still will not be claiming them in PR application...

Is it OK to change her education from Express Entry profile to correct one in PR application and I can mention in LOE the same and also state I am not taking any points for it?

Any suggestions?

OK I see your concern. From my understanding, it is OK to modify the e-APR post application forms (so post ITA) if you explain why you did some changes.

For instance in my case, when filling the EE profile, I included my partner's work history, although we didn't claim points for it (since experience is outside Canada, no points claimable). It wouldn't have made much sense to get all employment confirmation letters in this case.

After I searched on forums, we decided to delete her work history and upload a dedicated LOE, explaining why we did so and also stating that it does not affect our CRS score (which I believe is the most important and what IRCC is looking for).

I've read a few people who did same for spouse work experience and received PPR. Although I am not sure, I don't see the reason why you couldn't modify your spouse education details, if it doesn't modify your CRS score and you explain it in a dedicated LOE.
