The reason might be , already there are 2244 candidates in the range of 431-440 as of July 27th. So if the draw happens on 9th Aug ,there will be atleast 1200 new Express entry submissions with CRS greater than 430 , going by the current trend(100 per day). Which means there will be 3500 ppl above 430 CRS by Aug 9th , and there will be PN additions as well. So unless they increase the number of ITA's on 9th Augh draw , it is impossible for CRS to drop below 430.
The number of people with CRS 431 and above would be around 3700+ on August 9th, hence if they issue only 3200 ITA's on Aug 9th, the cut off would be above 430.
There is no data to prove that point. If the next draw occurs before August 18th, the CRS cut off would go down.
And how on earth might you know that CIC agents are on vacation?Here we go again, having alive hope and golden opportunity to arrive, I'm still positive and will be. Because there were 3 weeks and CIC agents were on their vacation. Soon they will begin regular draw with big size like 3700-3800-3900 or even 4000 ITAs. Just we have to be patient and hopeful, coz our turn is coming! So, good luck and once again CONGRATULATIONS to the people who got the ITA.
PS: for your ITA, just wait 24 hours, then you will have magic message, in the meantime get ready your documents!

Do you mean you received NOI from Ontario a month ago, registered on Ontario's site, but couldn't submit in the 14 days that you have to submit after registering? If so, you don't need another invitation yet. Your NOI is good for 6 months. You just have to register on Ontario's site again, but after Ontario reopens its HCP stream. On last Tuesday July 25, Ontario stopped taking registrations for the time being. I didn't want to register until I had gotten my documents together because I didn't want the 14 days to expire, but by the time I was ready last Tuesday, Ontario paused its HCP stream, so I am also waiting for it to reopen so that I can submit! I have been so upset at myself, but it can be hard to get the timing right - you have to register when the stream is open because it might randomly shut, but you don't want to register too early and let the 14 days elapse.
