Can I apply for PRTD from anywhere?

I'm going on a training course to Vienna soon (on a temporary visa) and still do not have my PR card. So my question is this:

Can I apply for a Travel Document at the embassy in Vienna in order to get back to Canada, or should I only apply from a country which I am legally residing in?

That's the point, I'm not residing in Austria and will visit for a course related to my work. So based on what you said, I can't apply there for my PRTD?

You can apply wherever you are.

You will be residing in Vienna, whether it's for a few weeks or a few months.

Make sure it will not take so long! So you would be stuck there although i think processing in vienna is not as long as middle east

Hey, did you apply in Vienna? I am in the same situation, I need my PRTD processed fast but can't afford to wait for weeks for it. And I'll be travelling to Vienna soon as well.

Then fly to US and cross a land border by foot or car.
