I am from Yemen, my family and me are all in Lebanon now. My brother who is a Canadian citizen is trying to move us to Ottawa, Canada through some sort of sponsorship of refugees. However, serms on of the requirements is to have a refugee "number'.

Do you have an idea if this is possible in Lebanon for Yemeni's?

On the other hand will the Canadian immigration authorities grant us a tourist or invitation visa to enable us to travel to Canada and apply internally?

The refugee "number" is most likely referring to this:
may only sponsor applicants who are recognized as refugees by either the United Nations Refugee Agency (UNHCR) or a foreign state.

The principal applicant MUST already have refugee status. Having refugee status means that an authorized body has found that a person meets its refugee definition. This authorized body can either be the UNHCR or the government of the country (i.e., foreign state) where the refugee is now living.

You must include the document proving recognized refugee status with the refugee sponsorship application you submit.

No, there is practically no chance you will get a tourist visa (TRV) to visit Canada. TRVs are meant for people who intend to visit Canada temporarily, so you would need to show strong ties to your home country proving you'll leave after the TRV expires, which you don't have.

Your only chance is to be accepted as a refugee from outside Canada through one of the private sponsorship options.
