Probably because you might have renewed your passport or might have got a PCC in the last few months, In my case also PO checked whether this was the case. As my passport was few years old, they told me that i need a police verification

Nope. Nothing of this sort. My passport is also quite old. However they gave me pcc within 2 hrs. No verification by police whatsoever. It was just as my passport address was matching with aadhar.

Hmmm. this shows we have different system in our country. One of my friends had to go to Police station every day asking the constable to come home for verification as it was more that 1 month. for me , the constable came in 2 days and got pcc in 10 days
