For a Skilled worker Category immigrant,

1. If the point of destination in the COPR is Toronto, then can he lands in Vancouver to do the landing formailities ?
2. At the immigration counter, can he give the address of PR card delivery of Alberta even when destination is mentioned as Toronto in COPR ?

Yes they can. You simply need to provide proof (if asked) that you're not settling there - itinerary showing a connection flight is sufficient, and accommodation bookings, too.
