[FSW-O] Application rejected due to incompleteness

Hi everyone,

About a week ago, our (my spouse and I) Express Entry application was rejected due to incompleteness - the reason stated on the letter from CIC was:

Police Certificate: The Police certificates from WWW, XXX & YYY that you provided with your application are not acceptable. Certified true copies or unauthorized copies will not be accepted.​

This was completely out of left field - we hired a migration consultant specifically because we wanted to avoid issues like this while handling two very stressful jobs, and we were surprised to see an issue like this crop up.

Our questions:

• Has anyone else had a similar rejection? Can anyone explain what this rejection is?
• Since we went through a consultant, is there any way to find out what really happened? Should we request the GCMS notes or make a CSE?
• Is there a specific format we need to provide the PCC in? Do we need to include additional details eg. time frame we stayed in each country, or any other details? The PCC's for each of the countries we stayed in are different, but each just says something similar to this:

" This is to certify that the Government of XX has no adverse record on Smiley Archer, holder of Passport No. 123456789" -- note no time frame or duration of stay mentioned.​

The lawyer the consultant engaged is in touch with the CIC to find out what exactly went wrong. Meanwhile, our consultant is pushing us to immediately resubmit an application in time for the draw tomorrow; should we do that, or is there any chance of appealing and getting our case reviewed?

Any input or information is highly appreciated. We've both learned so much from this forum and it has helped us approach migration in a much moire deliberate and organised manner. Thank you guys for being there for us!!

Do the PCCs say "Certified Copy/True Copy" on them? Or did your consultant scan them in black and white instead of color?

No and we explicitly asked the consultants and they clarified they only uploaded the colored scans.

We aren't sure if they notarized the copies of the colored scans though. Could this be the problem? The agents haven't responded to that question yet. Would the GCMS notes clarify if this is the issue?

PCC needs to be a true scan copy of original PCC document in color. Any kind of alteration, attestation wouldn't be acceptable. Most probably your agent notarized your PCCs before submission, that leads to rejection.

That's really sad to hear - we are hoping that the representative has a method of appeal.

If we DO have to start fresh, what steps should we re-do? WE assume we need to repeat our upfront medicals, but are there any other documents that need to be re-done? Like our PCC's or IELTS (IELTS was taken in November 2015)?

No, there's no special requirement as such - every country has their own format, and as long as you get the standard format for that country, you should be OK.

I have an Indian PCC that is exactly like yours - no time frame mentioned. However, I got it from the Indian Consulate in the US, so it's obviously after I left India.

If you're in India, you should get it from the Passport Seva Kendra. Where did you get yours from?

You don't need to redo your medicals or your IELTS as long as they are both valid when you submit the AOR.

However, you may choose to redo your medicals cause the visa that you get is tied to the validity of your medicals - so if your medicals are expiring in December 17, and your get your COPR in October - you'll only get a 2 month span to make your landing. If your medicals are older than 6 months, then you may want to get them redone.
