Save the money and do it yourself. This forum is very helpful but the application is pretty straight forward. Most questions you have could be answered here

Unless you have very complicated circumstances, or are rich and lazy and don't mind spending a few thousand $$$$ - do it yourself.

It looks daunting, but the checklist and on-line completion guides at CIC are actually very good. Plus this forum can help with the stuff that you just can't quite understand what CIC want etc.

if you don't want any stress in filling out the paperworks and you're willing to pay, hire a representative. but once your application is processed, all corresponsdence goes to your consultant first and they will relay any information to you (so it will take time if they have a lot of clients). it takes time and effort but it is better if you do it yourselves. even if you hire a consultant, you are still going to process the paperworks yourselves like the medical exam, police checks, birth certificates, etc. especially that your wife is in the philippines, it will end up that you will be doing most of the work then the consultants just end up compiling and organizing them all for you. trust me, i did this before with my student permit. i was disappointed with the agency i hired but i did get the my permit. AND, since you are applying outland (outside canada) your wife is not eligible for the open work permit.
