I think you have to mail them ...just to make sure the Quota in your occupation is not reached and why your application is not moving forward all that time ...

Now this a very strange case, even... if we assume that ICT in general have a priority over certain occupations now...why they process many other but not yours all this time given that you already have a submitted profile with NOI.Mine is 375 score and 2173 NOC
I thought the same thing might be the case for a while, however there are definitely also still people under and over CRS 400 that applied around the same date as me with different NOCs (including ICT professionals) who also haven't begun Assessment yet. So it seems quite random actually. I can't help but be very worried about it, however in the OINP FAQs there is a question that says “How will I know if my application will be processed or not?” and their answer is that if the OINP system allows you to register (therefore the overall quota is not yet full), upload your docs and submit the payment and you receive an AOR email then you will be assessed. Why they did not process his NOC all that time although they processed huge # of later ones? are there any other ones pending on this NOC since that time ?
If Yes ,I think there is a hidden process which most probably involves quotas for certain occupations...again this is only my personal thinking not an official related one ...

I have data of all candidates on forum who submitted in July, believe me some of them still submitted are from ICT NOC (priority NOC who got NOI with less then 400 CRS). Say today I reached an internal cap for Network Engineers or processed too much of them and I do not want to starve other ICT occupations like Software Engineers or Data Center Admins just because they came later in the week ...then its better to park the upcoming Network Engineers for a while till I process the other ICT in hands this week ...then start taking a look again afterwards...
However Yes I still see this idea is contradicting with the fact that if you submitted you must be assessed as you already paid...
Dunno really ,but even the idea of being busy would be ok if they delayed everyone after certain date even for one year !.
but being busy and not following a certain date and schedule is a very random act in such a crucial process and with such reputable entity for me !
