I dont have any risk of torture or life but i live in a country where i think that we are ruled by a racist government and this government makes me obliged to do things which is very hard for who is from a different ethnicity.

Instead of risk of life, racism is enough for claiming a demand of refugee/asylum?

In general, no. Your refugee claim would most likely be rejected if you tried.
