Does CEC require LMIA job offer?

Hi Experts
Does Canadian Experience Class require a LMIA job offer? Or is it nice to have?
In my case, I got a job offer that is NOT LMIA. I hold an open work permit.
Some lawyer told me it is not going to work in CEC because offer it is not LMIA!
Is that true?

Nop you dont need any LMIA Job offer. You can work for any employer in Canada.

I am currently working in Canada under an LMIA-exempt work permit I got through my current job, and I got invited to apply for CEC, so I can confirm.

You can claim your points for your canadian work experience even if it is without LMIA, if you have at least 1 year work experience in Canada.
But you can not claim extra 50 points for job offer, if your work permit is open work permit.
