Should we use IMM 5604?

My girlfriend will soon be travelling to Canada to visit me and she will be bringing her daughter. The child's father is perfectly willing to give permission for this travel, but I am worried about using the "Declaration From Non-Accompanying Parent For Minors Immigrating to Canada", also known as IMM 5604. The purpose of this travel is a VISIT, but this form specifically has the word IMMIGRATING in the title. I am worried about how this might look to border agents at the airport.

Thanks Jalex23. I was unclear about the distinction between "travelling" and "immigrating" in this context. But as you said, travelling is a form of temporary immigration and as long as this is the form border agents expect to see, there's no problem.

As an aside, I notice on this page (see link below) there is no mention of the IMM 5604. They only refer to "a letter of authorization"
