They won't transfer you.
I tried to call that number and the first time I lied and said I was calling from within canada, she transferred me and it just dropped. called back again and the person on the line told me that outside calls can't get through even when transferred unless it's a number from inside Canada.

I just tested calling using Google Hangouts on my Android, and I got transferred through the automated system.

I was also able to get through by calling 613-944-4000 from Hangouts in the US, and then following the prompts until it transferred me. I didn't speak to an actual person until I got the CIC agent. I have a Google Voice number (US) associated with my Hangouts account, I don't know if that changes anything.

Also I have an appointment with our MP on Thursday, will let you know what, if anything, I learn.
Just wanted to update you all about my meeting with my MP's case worker today. She had me fill out a form that allowed her to request information on my behalf, and then called the special line they (MP's) can call to get more information. She then asked me what my timeline was and once I told her my application was 5 months old, she hung up the phone (we were in queue) and said that she can't/won't call until 12 months have passed and that they people on the other line wouldn't give her any info for the same reason.

I got aor2 on may 24 from Ottawa VO. Now I have been told by 3 different agents that my app is back in Mississauga. My MP confirmed it was in Ottawa but I just got another email stating it is in Mississauga. Have MP office trying to figure out what is going on now

Very strange. What does the email say if you don't mind me asking?

Dear Sir/Madam,

Thank you for contacting our office. Please note that your application is currently being processed at CPC-Mississauga office. For all general inquiries please refer to our website: http://www.cic.gc.ca/english/index.asp.
Ok - did you submit an inquiry at some point that would have prompted that? Because I know people have gotten those emails wayyy late - when they're not up to date anymore.

I only sent the email last week. I only asked for an update on my app because I didn't feel like calling
