study permit while waiting for PR?

hi guys,

my bro has applied thru express entry -cec in march 2017 n still waiting for his PR , he is in canada still n been on study permit since a year now his study permit is valid unitl nov 2107, he finished his 1 yr program in june 2017, he hasnt heard a decision on his PR yet, he has emailed n ordered notes but they r still reviewing his eligibility n he is wondering ig it takes more than 6 months for him to get PR should he apply for his extension for study permit before the current one expires like in mid sep 2017 since its taking 70 days now for study permit extension for online so before his current one expires he will have a new one by end of nov 2017..will there be an issue if he lets says he applies for study permit in sep 2017 n doesnt attend he will be jst working (20 hrs a week )

I am in the same situation now but my permit expires at the end of this month so I had to apply early. I know the processing time says two months but it's never really that much. I have done extension about three times and longest has been 6 weeks so your brother still has a little bit of time.
They usually advise you apply 30 days before your current permit expires so let him wait till then. He might be lucky and get his PR before then.
He should qualify for post grad work permit right?

no he already had his 3 year post graduate work permit n while he was on it he couldn't apply for PR he didnt have enough points n he got the invitation to apply after 6 months of his work permit expiring, so thats why he had to apply for study permit before his 3 yr work permit expired.
