I called them today as it was one week since background turned in progress. It changed to background in progress on 6th July and 14th July (today) I inquired the status.

Unfortunately IP theory doesn't hold good for inland people or I am not sure if there is an issue with my file and more review is being done before some communication being sent.. :'(

If you plan to call, just make sure that you ask this specific question.. 'if eligibility check has been completed?'

Because the agent tried to turn me away saying that file is still within 6 months and I can get the status online. But I insisted that I need a specific status on eligibility and only then she agreed to check the status. I asked her if R10 is complete, she confirmed that R10 has been completed. I believe they completed by R10 at Sydney office and moved the file to Ottawa for A11.2 with their recommendations.

Correct.. On June 29 Medical pass + Application in progress
July 6 - Background check is in progress.

No NA in between. I believe I never missed it because other US applicants went through same thing without going to NA.

So I emailed asking my visa office close to AOR date and once last week. First time it was CIO, Sydney and second time CPC, Ottawa.

So what I am guessing is that they completed the R10 alone in Sydney office and moved the file to Ottawa office for further processing. I presume when that movement happened, the background check got updated to in progress.
 
As per general notion, when status changes to IP2, eligibility is already complete right? Not the case at least for me.

So are you now at ip1 or ip2 according to your profile status?

Yes per GCMS notes it is complete after R10, for FSW-O when we are NA. You have completely different statuses but maybe this is equivalent to NA. Its possible your eligibility is ongoing right now! It should be done very soon if your file is in Ottawa. They do not dissapoint.
 
If IP2 is 'We are processing your background check", that is what it is in my profile.
See from what i understand is na at the beginning,then will send you when we start your check,then na and then another one saying we are processing your background check,that last one is ip2
 
I can confidently say that only if the additional documents say no documents required, the eligibility has been completed. Some of directly got PPR from additional document review status itself, but by and large, if everything is all set, that status definitely changes to 'no documents required'. Once can be truly in peace if that is the status along with background change.

Most inland applicants have directly moved to we are processing your background check without moving to NA in between. My guess is they initiate background check along with eligibility for inland and US residents. For outland, they probably might be starting background check after all checks have been completed.
