do u have any link or source that you have to stay in province for 3 years ?? because what i read in some thread that PR holder can stay anywhere in Canada. I dont know what will be the consequences while applying the citizenship but never read anywhere about 3 years restriction.3 years.

I need your advice on work experience reference letter from my employer. They agreed to provide the required letter but want to mark it to the authority. They denied to write "Whosoever It May Concern" for some reason.
Is it okay to address it to Immigration, Refugees and Citizenship Canada or please suggest more relevant authority.
