Was he legally allowed to stay in Canada for 5 years? Having the visa and being allowed to stay for a specific time are totally different things

this WP can be applied inland or outland while sponsoring in process.
and timing for both side .
He will only qualify for a work permit if he secures a full time job offer from and employer in Canada and that employer obtains an approved LMIA. He does not qualify for an open work permit since he applied for PR from outside of Canada.

If he needs to be able to work, then he should either remain in his home country until PR is approved. Or he needs to find an employer in Canada who is willing to go through the LMIA process (this tends to be very difficult to do).

He doesn't have employer while he is outland, what is he come to canada on his visitor visa and finding a job is this can be?

That's extremely difficult to do. His employer will need to get an approved LMIA so that he can apply for a work permit. Most employers aren't willing to go through the LMIA process since it typically takes 3-5 months with no guarantee of approval. Having said that - he can certainly try. You should assume he will not be able to work until he has PR - this is the most likely outcome.
