i94 USA Visa Waiver query

Hello folks,
I am a Permanent Resident living in Vancouver and i need to enter Washington State next Friday evening during peak hours.
As i don't visit USA often, last time i did this with no i94 Visa Waiver, i had to park my vehicle and spent 3 hours lined up inside at Peace Arch, unfortunately.
Could anyone tell me where i could obtain an i94 Visa Waiver prior to my trip, to avoid the queues?

Can you not fill apply for an ESTA?? When we landed last weekend and asked about going into the states, the border officer said anyone who has filled in an ESTA in the last 2 years doesnt need an i94.

And how long it usually takes?

You should really start a new thread for this, because the (very old) one you chose has nothing to do with your question, and people who can help aren't likely to click it.

This thread was someone asking about entering the US as a citizen of a visa waiver country. These are countries (developed, mainly European) where the US and the other country has agreed that each others citizens do not need a visa to enter, and only need to be examined on arrival at the border. Instead of two stage examination (first by a visa officer overseas then by a CBP officer on arrival), the visa is waived, and there's only a single examination.

Your question is about a waiver of criminal inadmissibility, which is completely different.
