OINP without newborn passport.

I want to submit my OINP application..


My spouse and I had a new born, we have the birth certificate, however the passport will take longer to be issued.


Can we submit our application with Birth certificate of the newborn as the only identification document ?

i submitted my OINP with my newborn birth certificate only with LoE. then after i got the nomination i sent them her passport.
