Immigrant Visa but no COPR

Hello all,
My sponsored mother will be landing soon, and now I realize she was only given an immigrant visa in her passport, but no other papers were given by the Embassy. Is there something missing or will she get her COPR papers right at the landing? Thanks!

Does the visa stamp say "Immigrant?" If yes, she should have received a COPR together with the passport. Email your local VO and let them know that the COPR was not included in the package. She should have the COPR+passport upon landing.

COPR is only given at landing if you did a family class INLAND application and must land at a local CIC office. So this does not apply to parents sponsorship.

Parents must receive a COPR prior to doing their landing at a Canadian airport or land border. COPR must be given to CBSA officer, as without it they can't do the landing.

So definitely contact their visa office. Expect several weeks before it's sorted out and her COPR mailed.

I've emailed the Moscow VO anyway, but could it be that rules just changed recently or something? I've tried googling but it doesn't seem that any visa office forget to give COPR together with the passport. My mom literally got the envelope with only passport with visa and that's it - no further instructions or anything. She currently has the Canadian visitor's visa, could that affect? What happens if she doesn't have her COPR at landing?

No, the rules have not recently changed. Two copies of the COPR should have come along with the passport. The fact that she has a visitor visa makes no difference.

CBSA can't process her PR landing without the COPR. No COPR = no landing. It's as simple as that.

You must wait until you hear back from the visa office before doing anything. They made a serious error by not sending the COPR.

My parent just arrived last July 19 from the Philippines and she was able to get past CBSA in vancouver with just her passport and Visa. Her COPR was submitted at the PDOS seminar and she didnt get it back from there. how was this even possible. did somebody mess up or is there a new procedure. now we need to wait for her PR card in the mail to move forward with her SIN, Health card, etc... what do you guys know?

CBSA can always print out a COPR from their system. I remember reading a post by one member where she was not given a COPR but issued visa. She made it to Canada and CBSA printed it for her at the airport. But she had to supply new photos for the PR Card though.
