Express Entry Questions - Can I live in Quebec?

Hello,

I'm sorry if this topic has already been discussed, but I've done a search and can't find info about it. I understand that Quebec has it's own system for choosing potential immigrants, but this is what I want to know:

I feel like my family has a better chance of getting residency through the Federal Skilled Worker/Express Entry program. I have family in Quebec, however, and I'd eventually like to live there to be close to them. If I gain permanent residency through the Express Entry program, is there a rule about whether and when I can move to Quebec after I land in Canada?

I really appreciate any knowledge anyone can share.

Thank you for that reply. I was looking for information more specific to the Federal Skilled Worker program, not a provincial nominee (if anyone else does have something to add for this topic), but the link was very helpful anyhow.

When you apply for FSW/EE, the underlying premise is that you are "intending" to reside anywhere in Canada except Quebec because, the logic goes, QC have their own system and if your intention is to live there then you should just apply through their system and all will be well. Sounds simple, right? Now, of course the reality is that not all immigration streams are created equal: some are easier to get in than others, and some may be closed while others are open.

Strictly speaking, if you apply to one stream simply because it is easier than the one that you would normally apply to, and your "intention" is only to use it to circumvent the system and go live in that other province you -implicitly or explicitly- said you wouldn't go to, then this is misrepresentation. However, since it's mostly about "intentions", which can be hard to prove and which could differ from one's actions for a great number of reasons, people do it and get away with it all the time.

When you land as a potential PR, CBSA officers are instructed to ask you about your intended destination. If what you tell them contradicts your application, they have the authority to deny you your landing and make things very unpleasant for you, as you're practically admitting misrepresentation to them. If, on the other hand, they ascertain that your intentions are sincere (or don't even ask) and allow you to become a Permanent Resident, then your Mobility Rights are protected by the Charter of Rights and Freedoms and you can go live anywhere you want at any time, starting that instant after you land. In general however, people would cautiously advise you not to move right away and at least try to spend a few months and show effort in settling where you said you'd settle, but all this is just so you have enough evidence in case your "intentions" get challenged at any point in the future. To be fair, I have yet to find one PR who got his citizenship denied or his PR revoked on this basis alone.

I know my "intention" is supposed to be to settle in anywhere except Quebec as they have a different program. My intention is also to settle in Toronto and I've also been applying for positions there.

The thing is, the company I work for now in Turkey, has the Canadian office in Quebec and they are interested in hiring me. I also prefer to work there not only for obvious reasons like having a job secured before going to Canada but also I do enjoy working at this company.

So let's say I settled in Quebec and at some point of time I will apply for the health insurance card. Then what? Won't they be saying how come you settle here? Any comments?

Since you're a PR now, there is nothing stopping you from doing it.

When someone applies for health insurance (and possibly their driver's license) they are usually asked for a proof of address in the province + Proof of PR (e.g., the card) + CSQ (if they immigrated through the Quebec program). In your case, you will just explain that you immigrated through a different stream and are now moving to Quebec, hence no CSQ. There is nothing wrong with it and citizens and PR's do it all the time. Even on the RAMQ (health insurance) website, under required docs for PR's, they mention (* CSQ "in most cases").

On another forum, I've read reports from people who not only did that, but after they moved they got in touch with the Quebec immigration services and were able to have access to all the services available for the Quebec immigrants (Free french classes, day care, etc.)

Basically from Quebec's perspective, they need people. So once you make your way there, they will try to keep you, not make your life difficult. [The higher taxes, cold, and generally tougher job market will take care of that latter part ]

On another note, if you happen to be practicing a regulated profession, try to get a head start on any accreditation/professional body membership you may need - it will help you advance and negotiate better.

I have already submitted my EE profile with CRS 425 soon will be 435!

I have not applied for CSQ. Not sure of the processing times.. Some of friends had issues while applying via express entry as to the Intent to stay out of quebec. I am not able to find the right answers.

you can continue living in montreal until you get the ITA! probably you will have to leave after!

wondering why not CSQ?
