Yes. I already ordered two GCMS. My notes showed eligibility,criminality and medical are passed. Only security is blank.
So your BGC is under progress and soon you should have the PPR. BGC is unpredictable as there are many factors that influence it. But if you don't have much travel history, you should be good.

PNP paper based SINP applicants have what types of BG check, only criminality and security? I believe FSW EE candidates have extensive checks than PNP paper based

I don't have much travel history. My last notes showed my application was in PACE since April 13rd,2017 no more updated. I am pnp-paper based Jan 11,2016 application,waiting time almost 18 months. Do you have any idea about what can I do for my application?

Definitely order another set of GCMS, sometimes that helps. Try calling IRCC.
Also see section "G" of my post, you can contact CSIS and enquire.

Apart from that, there is nothing much you can do.

All applicants have the same BGC, and that is done by CSIS.

I'm a PNP paper based applicant since August 2015 and have my medical passed March, 7th 2017

I also noticed that my paper file has been moved to a new location within the visa office on June, 14th 2017

In which stage you think I am? And when do you think I might receive PPR

If you eligibility has passed, you have crossed the biggest hurdle. now only the BGC is left, which should not take much time. I cannot predict, but you are closer than ever.

It not about "much," rather travel to countries known as drug source, terrorist prone, have a civil war going or considered unsafe by CSIS. Also, there has to be a reason to travel to those countries, the frequency of travel and many other factors are looked into.

Do you know what's the mean for S21 and S26?
S21 refers to section 21 of the Access to information Act, which states:

21 (1) The head of a government institution may refuse to disclose any record requested under this Act that contains
(a) advice or recommendations developed by or for a government institution or a minister of the Crown,
(b) an account of consultations or deliberations in which directors, officers or employees of a government institution, a minister of the Crown or the staff of a minister participate,
(c) positions or plans developed for the purpose of negotiations carried on or to be carried on by or on behalf of the Government of Canada and considerations relating thereto, or
(d) plans relating to the management of personnel or the administration of a government institution that have not yet been put into operation,


S 26, refers to section 26 of the Access to information act, which states:

26 The head of a government institution may refuse to disclose any record requested under this Act or any part thereof if the head of the institution believes on reasonable grounds that the material in the record or part thereof will be published by a government institution, agent of the Government of Canada or minister of the Crown within ninety days after the request is made or within such further period of time as may be necessary for printing or translating the material for the purpose of printing it.
