how can I repeal my PR out of Canada?

Yes, you are right, but I have found out the best is to choose a city based on your personal capabilities not only based on comparisons between house rents, weather or transit systems etc. e.g for an IT Guy who has good background in IT should choose Vancouver (lots of IT jobs and it is the technology hub of Canada)
-For an administrative, finance, doctors, service industry or general labor working should choose Toronto or surroundings.
I also believe that the city that you have friends and relatives should be one of the items to choose there to live as well. (However, I don't have! just a few friends)
So personally I think that I have to look for jobs and be prepared to go wherever I get one to start with. Once I get into the job market, I will be able to choose the city where I want to live in. However, at the beginning, I am not in the position to choose where I want to live. I just go wherever I can start my career.
By the way, I found this link to compare the cities in terms of cost of living, quality of life, etc. This website is a great updated source of information. I share it here if someone may find it helpful.

Actually for IT I would consider Montreal, Toronto, Kitchener/Waterloo and Vancouver.
For health care professionals once they are able to practice I would recommend avoiding Toronto, Vancouver. There are much better opportunities of foreign trained professionals in smaller centres or more rural areas.
Anything business and finance I would stick to Toronto.
Some of the information about the job market online is misleading. I agree that if you have friends and family in an area I would start there.
