Is fingerprint necessary in applying for Canada criminal record check?

Hello my friends, I am confused by one question.

When we apply for our Canadian criminal record check (or police check), is fingerprint necessary? CIC asks me to check with RCMP, who says that we MUST submit fingerprints (http://www.rcmp-grc.gc.ca/en/steps-obtain-certified-criminal-record-or-vulnerable-sector-vs-check, step 1).

However, RCMP says fingerprint can be obtained at local police stations. I am living at Waterloo/Kitchener region so I went to K/W police website, which says we do not necessarily need finger prints (http://www.wrps.on.ca/records-police-checks/police-record-checks/why-do-i-need-submit-fingerprints)

So could anyone share your experience about this? Did you obtain fingerprint when you apply for Canadian criminal record check or not?

I think it's a must. I did my fingerprint first then the RCMP issued me a noncriminal record based on that.

I noticed that you sent in your application package with your police certificate. Won't it expire somehow since now the processing time is so long?

Does that mean that CIC will probably ask for a more recent certificate and we should send it again??

I wasn't sure about if I should include my PC or not. So I just include it in there just in case. If they ask for a recent again, I would just make a new one.
