Letter of Explanation clarification

Quick question regarding the LOE. I want to include a LOE for my police certificate. Shall I include it in the file with my Police Certificate or within the LOE section by itself?

is there any harm including this with the file with Police Certificate like the member has mentioned above? what if we include the letter of explanation in both places?
