- How much chances to be deport from Canada in such case?
You can do whatever you want to (legal ofcourse) once you are a PR. What is your concern?

1. You have to attend the University in September to which you have been admitted. You can change your university in January 2018. In that case, you will lose your fees for the first university.

Totally disagreed, as long as you're studying in legal & not black listed university you can change it & all you have to do is change the DLI# on myGCKey account. You can legally stay in Canada for up to four month without study, so one can withdraw the program & change university. No, you cannot get a study permit on one university then attend a different one. That is misrepresentation and a sure way to get you banned from future immigration.
Your study permit will be issued and is valid only for the university that made the offer. If you want to go to a different university, you will need to apply for a new study permit before officially enrolling. A university will only allow students with valid study permits with the university named on the study permit to enroll.
