Hi!
I received my ITA recently and have applied for PCC from FBI. I also need PCC from Mexico.
CIC website says, if you're not citizen of Mexico and live outside of Mexico: "You must first submit your application for permanent residence or citizenship. The Canadian Embassy in Mexico will request a police certificate on your behalf after you provide all of the following:". List of documents follows.

Does it mean that I need to first submit my PR application within 90 days of receiving ITA along with FBI PCC (if it comes on time) and then Canadian Embassy in Mexico will request PCC?
I'm not sure if I should do anything about Mexico PCC at this time. If I receive FBI PCC on say, 85th day, would it be too late for the Mexico PCC process to complete?

"Do I need to provide a Police Certificate for Express Entry?
Yes, but only after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from IRCC to get a police certificate.”

You only need to upload that letter in the PCC placeholder, the request for you to get a Mexican PCC will come during the processing of your application.

I received ITA in April and submitted eAPR today. I need Mexico PCC as I lived there for more than 6 months. The instructions on CIC website are unclear as far as the timeline of events are concerned for Mexico PCC.
Should I wait to hear from CIC on Mexico PCC or can I go ahead and send the required documents to Canadian Embassy in Mexico?

Literally I posted the answer above, write a letter stating the bolded part, submit the eAPR and wait for IRCC to contact you.

my current pgwp is expiring on 15/aug/2017.
what is my chances to get BWOP if I apply for OINP in a week time?

Look for immigration trackers to see the processing time that it's been taking for other applicants to receive their nomination.

If you're running short in time then have all your documents prepared to submit your eAPR asap after receiving your ITA.

so do you want me to wait until I receive ITA.
That means I should not apply with OINP.

It really depends on what your CRS score is, there may not be a need to go via OINP.

currently sitting on crs 425. will be adding some more points around 13 next week!
do you think I will definitely get ITA!
BUT, the PGWP is expiring soon is my big concern!

You have good chances but "definitely" is a strong word that I cannot use.

Seeing this is a fairly dated post, May I know how did you deal with the situation? I am in the same boat.
Also can you help me with the below:
What is the current turn arround time for Canadian Embassy for Mexico Police Certificate. I see many threads indicating that it takes 4-5 months or even more, but those were mostly from posts in 2015 to 2016. Is that the same now as well? PS: I am an Indian national who worked in Mexico for an year.

Hi, I am in the same situation. I submitted my eAPR on 3/3/18. I require a PCC from Mexico and while filing the application, I uploaded a similar letter in the Mexico PCC place holder.

But the link for Mexico PCC instructions doesnt state that a 'Request Letter' will be issued while processing the application, the directions only require,

finger prints,
photos,
passport bio page
and to my quote file number, cpc, full name/DOB.

I have all these information right away as there were 4-5 months delay observed earlier. So, is it ok for me to go ahead and send these documents to the Canadian embassy in Mexico?

The request will be issued around the time you pass your medicals.

Some applicants have sent their documents without waiting for such request but I cannot say whether this worked out for them or not.

I got a response from from both CIC and the Canadian embassy in Mexico to send them the documents for my Mexican PCC. It seems we can send them the documents right after we submit the application and it will speed up the process. The 'Request Letter' from CIC is just a procedure for any missing or unclear document, so there is no need to wait until the request letter to get generated.

Adding this info to help the folks in future, without this forum I don't think I could have made it through. Thanks to all.
