case to case specific , current delay for Quebec looks to be due to fact that EE folks are being expedited at the expense of quebec ..and if someones application get stuck at some stage then it will cause further delays (This thread may provide more info: http://www.canadavisa.com/canada-immigration-discussion-board/-t39578.0.html;msg1190357#msg1190357)

But then again, we don't really know when they start the second stage of the secutiy check, right? In my case, PCC was requested 5.5 months after AOR... so, the "ciminality check" was not done right away.... I want to think that they started the second stage in the meantime... otherwise my file is going to take forever....i am already entering my 10th month (and it is a relatively simple application: one applicant, no family, already in canada)

Maybe, it is all very case specific, and it is not easy to draw conclusions about the general process... =(

But yes, it would seem that EE folks are being given priority over Quebec, hopefully our files will get picked up over the coming days.

If anybody has more info concerning the GCMS notes that could help us understand what has been going on lately, please share!

My assumption is if your PCC's are upfront in that case security checks (first-second ) will be starting right away ...As in my case GcKey background status "we are processing your BG check " was there when i received my MR (have provided all pcc's upfront)....processing after that will depend on case to case basis depending on no of foreign visit , countries visited etc....

Got AOR from Sydney on 27th Jan and file was moved to Ottawa on 11th March (as per GCMS) and since then no updates in the GCMS. It appears that Ottawa people are too busy to open my file. Sufgan ( AOR - 26th Jan) got his MR this month, so I am hoping to get MR with next batch sometime next month.

They are too busy it seems. I am still waiting for update after passport submission since last week now .. :(
 
So if you are not in Canada then your lawyer can request it on your behalf but you can not request them yourself ?

If you are outland then you have 2 options:
a) Ask some inland person ( Friend/Relative in Canada OR Lawyer) to request it for you. Cost CAD 5.
b) Go via third party. Cost CAD 40. I had used caips.ca to get GCMS notes.

Yes but you won't get GCMS file instantly. It will take couple of weeks.

caips.ca gave me GCMS file exactly on 30th day. Most of the time it takes them 5 weeks to get the file.

i just saw this : To send a request you must be a Canadian citizen, a permanent resident of Canada or an individual or corporation currently in Canada.

iam just temporary resident under work permit. ??

also what is the process , just i do apply online , pay and then what happens exactly ?
