How to sponsor a 21 yrs old child

My husband got his PR last December 2016, by that time his son was 21 and we were not able to include him in the PR application. Now my husband has a job and wants to start the sponsorship process for his son, any ideas what route to go?
Provincial nominee program?

It's not possible to sponsor his son at this time. The dependent age is still 18 years or younger. I believe the Liberals have said they plan to increase the dependent age to 21 in October. You'll have to wait until then to see what the rules are and if they are retroactive.

Yes, I read that they are planning to change this coming October...
I wonder if he can apply as PNP..

For info here below is the published change to the definition of dependant child age being increased to under 22 for applications from 10/24. Did you check as a 21 year old whether he would qualify yet for PNP ? http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp

He has no work experience, he has the language skills, the Canadian connection and even the funds
So sad
