I have already submitted my PR application, and I was wondering when they would send me the letter saying that I meet the minimum eligibility requirements. does anyone know how long that typically takes?

Once you pass the R10 check - look at immigration trackers to see how long it is taking for applicant's who share the program you applied for.

Why do you need to know this though?

It is the completeness check where files are cancelled if there are missing/incomplete documents.
