LOE Format Needed

I dont see the LOE on my application upload documents section yet, will it magically appear after I start uploading other docs or am I missing anything?
When I was uploading my docs, I also faced the same issue. It used to remain absent many times when I was submitting other docs, but sometimes appeared magically. What I did was that I immediately uploaded LOE just when it appeared. By this way, it kinda 'stuck' to the webpage and remained present thereafter forever!:)

When do we need LOE? If we are uploading docs do we have to explain about all uploaded docs??or any additional doc like gift deed affidavit bla bla??
You never want to explain everything about all the docs you submit. You just need to explain any such info which you think it might be worth explaining. The things that can't be explained via those submitted docs themselves.
For example, if you are going to attach an affidavit, then you might want to explain why you are attaching one, etc.

Also, an LOE is not a mandatory doc, as such if you think that there is no such thing in your application that needs explanation, then you don't need to submit one.

Hey Guys,
I have been asking this question on various thread but not getting the answer. I am waiting on FBI PCC, need extension to wait for it.
Where do one upload the LOE and supporting docs (Postal receipts etc that you initiated process on time)??
Is it where I am supposed to upload FBI PCC or there is a separate section??
Please reply.
I'm going to bump this gentleman's situation. as I'm in the same situation

"To whom it may concern" is addressed to any xyz entity about which the writer of letter is not aware as to whom the document will be handed. Since we are aware that immigration files are checked by specifically IRCC and a case officer so it does not make any write to whom it may concern.
Visa officer or case officer makes more sense
