Why can't you get an ECNR done?

We having problem with her address proof, I asked one of the passport agent in my city and he told she should be having one year old address proof but my fiancé moved to different place before six month . So agent told if we apply now there will be two different address in form and previous address police verification will be rejected . He told us to wait till December this year to get it done because she will complete her 1 year on her new address .

I have one question here, if she will apply reissue of passport to remove ECR category from her passport after our marriage on single status because our marriage is in November this year and she'd will apply for reissue of passport in December on single status , we have to show her address 1 year old that's why we will apply on single status . So there will be no problem right because date of issue on passport will be after marriage date .

Firstly if you are married you have to declare it if you are applying for a passport after marriage. Even CIC will look at it as misrepresentation if your marriage date is before the passport issue date and your passport does not have your spouses name on it.
Secondly you can get an ECNR even with her SSC certificate.

ECR passport will not create any problem right , so I won't change her passport and we will apply on the same passport .

Second in India, that's the law . After marriage it's not mandatory to put husband name on passport and she can keep her fathers last name on her passport. Can you send me a link where it is written it will be misrepresentation?

It shouldn't cause a problem but u can cross check with the passport authorities.
She can definitely keep her fathers name and the same passport, read careful what I have written in my above post, you suggested not disclosing your marriage when applying for a fresh passport after being married.

When I will show her married status, by defaul my name will come on her passport ?
Then we have to submit my address as her residential address
Passport office in India required 1 year old address . How I will prove she has 1 year old address . If the address is not one year old they don't clear police verification .

Most probably we will use her current passport . I believe 100% it will work even it has ecr status but that's not for the countries other than 18 countries which are listed .

As far as I understand, she might get her visa with the ECR stamp on her passport. But, at the time of flying out of India, at the airport she may have problems with clearing immigration due to the ECR stamp. I may be wrong, but please check carefully
