I dont know much about for foreign worker.
But as long as I feel We both needed to submit Employer form and no more than Six month old job offer. In your case you also have to have LMIA

No. LMIA wasn't mandatory
I needed 2years of work in that NOC
For that stream you could apply within Canada but also abroad

Alright, for international student all they want is a job offer which is signed within Six month from the date of application and employer form. Please stay in Contact for updates .Thanks
