can anyone under threat in their home country can apply tourist, work permit or PR in canada under refugee or assylum catagory. is there any option of applying work visa or permanent residency visa under the catagory of refugee or assylum ?? can he apply it if he is still in his home country but hidden in some other city with family.
& also is there any option of applying tourist visa under the catagory of refugee or assylum so that he can reach canada legally and complete further process of his refugee assylum visa to stay in canada ??
if its yes then what is the procedure to do it. please help or guide . Thank you

Answer is No to everything.

There is no such thing as a "refugee or asylum" visa. If you state in any visa application you intend to claim asylum, it will be a guaranteed rejection.

If you want to claim asylum in Canada there are only 2 ways.
1. Apply for TRV as a genuine visitor/tourist, or study permit as genuine student, get approved, and come to Canada. Can claim asylum once here.
2. Leave your home country, and get recognized and referred as a refugee from a certified organization like UNHCR. http://www.cic.gc.ca/English/refugees/outside/index.asp
