At 403 you can wait till next 3-4 draws for direct ITA. But to be on a safer side create new profile so that at-least you get NOI. Ontario have some quota for HCP stream and if that is finished then they will stop sending NOI's. No one knows when that quota will be full.

i am still facing this issue after clearing my cache, rebooting computer, working on wifi and ethernet cable, and attempting from 3 different machines and 2 different browsers.

this issue is really pissing me off.. been trying to submit and pay since 2 days. I have only 15 days left. Really worried !!
I did write to CIC regarding this but have not got any response.
I have cleared the history, tried with different browsers etc. still same problem.

After 2 days I'm able to log in and upload my docs. Also completed the new Research section in Work history.
