I have already registered for Express Entry. Can I apply for PNP also?
If u have about 415 CRS points then no need to apply. But for below 400 or up to 405 points, it is beneficial. Some easygoing PNP'S are SINP, NS PNP & ONTARIO (Min. 400 CRS required for ONTARIO.)
Sinp and NS PNP has their separate Occupation in High Demand List, and your intented NOC must be match with them.

As noted by ashuindian, the 'easygoing' PNPs of Saskatchewan (SINP), Nova Scotia (NSPNP), and Ontario (OINP) do not require a job offer. Another PNP is that for Manitoba that, while not requiring a job offer, requires some kind of connection to the province. That connection can be in the form of a friend or relative who can show unequivocally that they will assist you with your settlement plan in Manitoba. They do penalize, and seem to go so far as to desire to reject individuals with work experience in another province, on the grounds that you do not have a strong connection to Manitoba.

The sub-categories not requiring job offers within the SINP and NSPNP open up periodically, and each time the intake remains open for a very limited period of time. As of this writing, none of these subcategories is open.

Besides having to wait until they are open, these subcategories are restricted to applicants having experience within a list of NOC codes that are considered in demand in the respective provinces. Nova Scotia refers to them as 'opportunity' occupations while Saskatchewan refers to them as plain old 'in demand'. Most notable is the Nova Scotia includes the popular NOC 2171, the IT 'hub', while Saskatchewan, in the last intake, had just removed this (and other IT-related occupations) from the list.

If you have successfully registered with Express Entry, then you should, with experience in one of the occupations 'in demand' secure enough points to apply to these programs, once they open.

You should be qualified for OINP so let by as you have 400 or more CRS points as indicated in your Express Entry profile. Unlike other PNPs, the OINP is a 'don't call us, we'll call you ' program. The OINP looks for Express Entry profiles with CRS scores at or above 400 and sends those they select a notice that they have been selected to apply for the program. Once the application process begins the 400 points or more score must be maintained. So this requires that IELTS scores remain no more than 2 years old and that points lost due to the passage of time be minimized (i.e age progression). Also, there is a non-refundable application fee of $1,500 CAD, higher than either the $300 for SINP and $500 for Manitoba's programme. Best of luck!

The NOC for cooks is 6322, and the skill level is B

For fraud analyst, there is no direct NOC classification. The NOC code 1114, with a skill level A, includes financial examiners and inspectors, which may be considered to be fraud analysts. The NOC code of 1111, financial auditors and accountants, is included in the Nova Scotia opportunity occupation list, and, to the extent that you have conducted audits of financial statements, operational audits to detect fraud, or engaged in forensic accounting, you may be able to classify yourself under 1111. It all gets back to the employer reference letters, in that they must describe the duties of the job, and these must correspond to the NOC code that you are claiming. The title is not the determining factor, the stated responsibilities are.

Thank you for your research on my query!

Now my question since my EE is on the pool, can I take any initiative with any of the province like PNP applications or any contact with provincial PNP department etc.

You absolutely can. In fact, provincial nomination is tacitly encouraged through the granting of 600 CRS points which, based on the overwhelming majority of draws from the pool, is sufficient by itself to obtain an ITA.
