I tried calling them multiplies throughout the day, every time it directed to an automated reply.

3 Ottawa time, had to wait 33 minutes on hold, the operator replied in french je parle francais aussi give it several tries my first time it gave me that recording as well

Do you have to raise a CSE and inform about your change in status if one gets married upon receiving PPR and before landing. I know someone who is in a similar situation and is unsure if he should delay his marriage until after PR (landing and everything is done) or can get married when he goes home after PPR and come back for landing.
