REJECTION UPON APPLYING FOR VISA A SECOND TIME

Hey, I am a second year DU student graduated 12th in 2015 and accepted to U of A for undergrad fall intake 2017 with transfer credit in three courses.
10th and 12th grades are 86% and 82% resp.
DU grades are pretty average 5.75 SGPA
I applied but got rejected. However I had not included my third semester marksheet as my grades were very low in comparison to the first two semesters.
The reason ticked in the refusal letter is was under the OTHER category with comment mentioned below:
Your proposed studies are not reasonable in light of one or more of: your qualifications, previous
studies, missing marksheets, academic record, level of establishment, language abilities, or your
future prospects and plans.
Now I do admit at the moment of applying (5th May) my transfer credit report had not been processed and my latest semester in DU was ongoing. So I am applying again with the marksheet attached and with the transfer credits report. My grades are average, no fails (lowest in comparison to previous semesters) and I have been rejected once. Is it highly possible I'll get rejected again on account of not having included the marksheet previously and/ or low grades?
PLEASE HELP ANY ADVICE IS HELPFUL

People get visa even on 4th attempt. So, don't give up and make your case stronger. Apply for Caips. Looks like you have lot to work on. Missing marksheets in the past would not be a big deal.

why are you leaving it in 2nd year and going abroad? Did you explain that in LOE?
How do you prove your language ability?

People get visa even on 4th attempt. So, don't give up and make your case stronger. Apply for Caips. Looks like you have lot to work on. Missing marksheets in the past would not be a big deal.

why are you leaving it in 2nd year and going abroad? Did you explain that in LOE?
How do you prove your language ability?

I've mentioned receiving transfer credit in three courses, 8.0 IELTS score and everything is paid with receipts attached, including reason for not attaching marksheet in last application due to wrong advice of visa counsellor written a new LOE with all of this. Should that be sufficient for the officer to not reject the case?
I want to apply for the visa immediately because waiting for caips result is another month. I need to join before 5th sept or else I'll loose out on my residence.

My opinion is to wait for Caips. "Shotgun" approach is less efficient in reapplications. It is OK for first time though. You need to be specific, and that's why you should know what exactly was in visa officer's mind when you were rejected.

You should also explain why you are transferring your study to Canada, instead of finishing back in home country. Your LOE must contain a future plan of your career explaining pivotal role of the proposed study program. I am assuming VO mentioned low grades in Caips. If so, you must explain why low grades would not be an obstacle for finishing your program.

You have no way of knowing these unless you see the Caips. In my view the wait for 1 month, even deferring to next semester is worthwhile, given the importance of Caips. Many students stay off campus, you can still find an accommodation later.

I dont have bad grades in my core subjects. I've reinforced that in my current LOE. I've explaining that transferring right now is ideal because of lack of all-inclusive courses in India regarding psychology, the fact that this is a research based program, also that i have transfer credit, having international degree provides me an edge over other job applicants in India, and that low grades in one subject ie history, does not reflect my passion to study. According to the rejection letter, I've point by point explained and addressed each concern that they may have, including attaching supporting documents for the same.

I did apply for caips last night though, but I do feel that the result of caips would be one of the reasons mentioned in the refusal letter, which I have personally done my best to answer.

Cant wait for another semester cuz then I'll have to add my 4th sem marksheet, and grades in those are even worse.
