Police Certificate

Hello,

I was invited to apply for express entry and submitted my application about a month ago. I lived in Namibia for a year about 5 years ago (I was over 18 years old), but did not submit a police certificate for Namibia with my application. I did submit one for every other country I have been in for over six months. But on the police certificate page for Namibia, it doesn't provide any clear instructions for how to get one. I'm certainly not going to travel there to get one. Now I'm panicked that my application will be rejected because it's incomplete. What should I do?

Did you ever try calling them to see if you can obtain it from outside of such country?

If you did not submit it then rejection is very likely.

No, but I will definitely call tomorrow. The website certainly makes it sound like you have to be there. http://www.gov.na/certificate-of-conduct

Do they usually just reject applications as incomplete for this type of thing, or will they request the missing documents before flat out rejecting me? Trying to decide if I should wait the six months to find out, or if I should reapply now with an uploaded letter or something about me applying for a Namibia police certificate.

Did you submit a letter of explanation?

If you simply ignored the requirement, it is highly likely that the application will be refused. But if you submit an explanation (and proof) about your efforts to get one, why you couldn't get it, etc. then they *might* waive the requirement. It is often very difficult for non-citizen, non-resident applicants to get PCCs from some countries, and IRCC hasn't updated it's instructions for Namibia since 2005 ...

Note that this will NOT work if you have not done your due diligence...

You might still be able to get the explanation accepted by submitting it via webform...

I did not submit a letter of explanation, and I'm really kicking myself for not doing so. I stupidly assumed they would understand the reason, given that I did provide police certificates from all the countries that I needed them from. And I was hoping that if they needed it, they would ask for it before just rejecting me.

Thanks! What's the opinion about what I should do about my already submitted application? Am I highly likely to be rejected because this is missing? And if so, is my best option to cancel my current application and reapply? Or can I amend my current application somehow or hope they ask for it rather than rejecting? I don't want to wait six months to find out my application was rejected as incomplete and then start all over again. My girlfriend is already in Canada waiting for me.

The first stage is a completeness check - your application is only reviewed to ensure completeness. If it is not complete, it is rejected as incomplete before it ever gets put into processing.

Chances are pretty high that it will be rejected as incomplete. You can withdraw, but you will have to submit a new profile and wait for a new ITA...

And now that I know you are NOT in Canada - ignore the advice RE the Toronto consulate : ) Look for the Embassy serving the country where you reside...
