Query on relative who is a PR holder

This is regarding filling out the application post ITA. What do I fill in ''Does XXX have a relative who is a citizen or permanent resident of Canada? (The relative must be 18 or older and living in Canada.)
My sister is a non residing PR holder and as of now she has no intention of going to Canada. I have not claimed any points on her name. It will be too easy for them to find out that she holds a PR but since she is a non resident, do I answer this question as a 'No'? I dont want this to be seen as a misinterpretation.

Your guidance on this regard is appreciated.

Provided she is not residing in Canada, you will have to say 'NO' to the question above.
Saying YES will invite the document proof of her current residence in Canada. You will have to upload the documents establishing her current residence status in Canada such as Utility Bills, Lease agreement, live Bank activity and credit card usage etc.

Since she is not there and she can not establish her current residence through the documents, you will have to say NO. This is not misrepresentation at all.

I have a question. I am principal applicant and my wife's brother is PR in Canada.

There is question for both, Myself and spouse in Express Entry.
Does NAME have a relative who is a citizen or permanent resident of Canada? (The relative must be 18 or older and living in Canada.) (required)

For myself, what should I select yes or No?

Settlement fund can either be in the Principal applicant's name or spouse name or combination of the two. All these are acceptable by CIC.

Is it True ?

In my case i am principal applicant and my husband is spouse but the fund are on my husband name and in form of Certificate of investment. Should my husband need to transfer in my account. If yes, Should i need any letter for proof.
