For the Provincial Nominee program , is it a must to already have a job or job offer before you are even eligible to apply??
There are several other programs that do not require a job offer. These other programs only open up for a limited time until the targeted intake is fulfilled and have their own 'quirks.'
The program in Saskatchewan, the SINP, has two subcategories: one that is aligned with Express Entry and the other that is stand alone and independent of that Federal system. Both require that applicants have been work experience in an occupation that is in demand in the province. This list is limited in scope and is subject to change. In fact the last intake saw the elimination of IT-related occupations. There is also a requirement of a minimum score of 60 out if 100 points under a grid that is somewhat different than the Federal grid that requires 67 points to be eligible for Express Entry. As of this writing the program is closed to new applications.
Nova Scotia has a similar program that is also closed with a different set of occupations that are in demand in Nova Scotia.
Finally Manitoba's program, while not requiring a job offer requires a connection to the province. This can be in the form if a friend who is already a permanent resident who will commit to helping you get settled in the province.
