Hello,
My parents came to Canada in 2008 as permanent residents for 2 weeks and never came back. Is there any way in which they could renew their PR cards?

Assuming there are no H&C grounds to cover their 9 year absence, their options are very limited.

Without valid PR cards, they would have to fly to the US and cross into Canada by land. If they can enter without being reported by CBSA, they would then have to spend two straight years in Canada without leaving to once again meet the RO and apply to renew their PR cards. Note that without valid PR cards during those two years, they would most likely face issues with basic things such as getting health coverage, a driver's license, etc.

That said, it is unlikely that they will be able to enter Canada without being reported after a 9 year absence. If reported, they would be given the opportunity to appeal by showing H&C reasons for why they couldn't live in Canada. Assuming they don't have such reasons, their PR status would be revoked.
