Hello there

Please help me with my situation:

I'm a PR holder as well as my wife. My wife will have to abandon her PR in order to be eligible for a scholarship from our home country (there is no other way around this, she have to present a worker visa, PR holder are ineligible). My wife scholarship starts in October 2017. We have to finish up her scholarship paper works soon but I want her to be back to Canada (she is abroad now) in June to deliver our baby (she would be with no PR at that time). She also hold a US passport (dual citizen of US and our home country). What is the best course of action here? Is it:

1) Apply for a visitor visa as a "visitor" right after abandoning the PR and come back to Canada?

2) Apply for visitor visa as a "worker" (this is required for the scholarship), but would they give it her months prior to her scholarship commencement in October?

3) Is she eligible for an "Open work permit" as her spouse (me) is a PR holder?

4) Enter Canada using US passport, deliver baby and apply for work permit based on this?

2) Apply for visitor visa as a "worker" (this is required for the scholarship), but would they give it her months prior to her scholarship commencement in October? Not sure what you mean here. Visitors to Canada are not allowed to work. To be classified as a "worker" in Canada, she would need a work permit.

3) Is she eligible for an "Open work permit" as her spouse (me) is a PR holder? Only if she decides to apply for PR with you as a sponsor. See http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=679&top=17

4) Enter Canada using US passport, deliver baby and apply for work permit based on this? I don't think having a child in Canada entitles one to a work permit.
