Can I apply for citizenship while living abroad

Dear all,

I think I already meet the 3/5 requirement if bill c-6 passes now. I have a job offer abroad. Can I leave and apply for citizenship when the bill takes effect ( I mean when I am living abroad)? I checked the requirement and it seems it does not say that when you apply you have to be a PR living in Canada. But I have an impression there is such a requirement. Can someone clarify?

You are expected to be inside Canada when you apply for Canadian citizenship. Your application will be rejected on account that you are applying for citizenship outside Canada. You can however submit your application BEFORE heading out of Canada. Keep in mind that CIC will only contact you inside Canada for test and oath appointment. Thus you could miss your appointment and oath. If missed a couple of times, CIC will consider your application to be abandoned. While you can leave after submitting application, you will likely be subject to RQ to prove your residency inside Canada. This will cause more delay on your application. In the meantime, once the new citizenship law is passed, you still need to wait until application and online calculator to be updated to reflect the new 3/5 rule. This can be up to 1 year after the law is officially signed into law.

When C 6 comes in force what will be the position of submitting Police Certificate because as of now it requires one to submit Police Certificate in Original from each country, other than Canada, where a person present for a total of 183 or more days during last 4 years.
Will it be the same or it will also change after the implementation of C 6 in this fall.

You just can't "use" an address, you have to make a truthful and accurate representation of your residential address. For example, if you lived off the grid somewhere, you'd have to give your GPS coordinates or describe your address some other way: "Approximately 300 metres due east of the first bend in Sunderland Creek in County X, Province Y." A homeless person might give the address of a mission or park where they normally and habitually sleep. This may or may not be the same as your mailing address, but it certainly isn't your attorney or consultant's address.
