Does freelance count as work experience for express entry or skilled worker?

I know this freelance topic is kind of old here at the forum, but it seems to me that there isn't a concrete answer for this question. I double checked the forum (or even other websites), and some people says it doesn`t count, others said it counts. Does anybody know someone that could prove freelance as work experience? How should I proceed to prove freelance experience?

If it took place outside of Canada, it counts. If it was in Canada, it doesn't count.

Freelance work counts as work experience. Most of my work experience for my PR was freelance.

Your salary, working hours, etc. will have to be proven with payslips or client payment invoices, etc.
Your roles and responsibilities will need to be written in a reference letter from a third party: clients, people you've worked alongside, etc.
